Every agency will tell you it builds great apps. Your future users will tell you something else, and they already have. We pulled every one- and two-star review in the BigIdeasDB App Store and Google Play index: 91,000+ reviews across 6,700+ apps. Then we asked a simple question. When a shipped app gets a bad review, what actually went wrong?

The answer is not what most agency pitches focus on. It is not the design, and it is mostly not crashes. It is money: surprise charges, refunds, trials that renewed, paywalls that broke. So this page works backwards. First the failures, then the contract terms that prevent them, then 36 agencies ranked on evidence you can check yourself.

An agency is paid to build what you specify. It is not paid to tell you whether anyone will download it, let alone subscribe. That risk stays with you, and it is the cheapest one to remove.

What do 91,000+ one- and two-star reviews say breaks?

Billing breaks trust first. Subscription and billing language (charged, refund, billing, paywall, free trial, auto-renew, cancel my) shows up in 14.2% of one- and two-star reviews. Ads come second at 7.7%. Crashes, bugs, performance and login each sit between 4% and 5%.

The corpus: 136,000+ App Store and Google Play reviews in the BigIdeasDB index, 91,000+ of them rated one or two stars, spread evenly between Apple (40,000+) and Google Play (40,000+) across 262 search keywords, from news and dating to fitness and finance. We also ran the same patterns on 37,000+ four- and five-star reviews, so each theme has a baseline. The last column shows how much more common a theme is in bad reviews than in good ones.

Three readings matter for anyone hiring an agency:

  • Crashes are rare in reviews but toxic. Only 4.4% of bad reviews mention a crash or freeze, yet crashes have the biggest lift of any theme: 3.7x more common in bad reviews than in good ones. When an app crashes, the review is almost always negative.
  • Login is the sleeper. Password resets, OTP codes and lockouts show a 3.1x lift. It is the second-strongest bad-review signal, and it rarely gets its own line in a statement of work.
  • Offline sync is not the problem people think. Sync and data-loss language is flat: 2.8% of bad reviews and 2.9% of good ones. In this corpus it does not predict a bad rating.

To be fair to engineering: lump every technical failure together and it reaches 18.0%, higher than billing alone. Code quality still matters most in aggregate. But no single technical failure comes close to billing, which makes it the first thing to ask an agency about. Why do billing bugs draw more 1-star reviews than crashes?

Because a crash costs a user a minute, and a billing bug costs them money. A user who hits a crash often reopens the app. A user charged after cancelling, or locked out of a feature they paid for, goes straight to the store to warn everyone else. On the App Store, billing language reaches 17.5% of bad reviews, against 11.4% on Google Play.

Billing also fails silently. A purchase flow can pass every test on launch day, then break weeks later when a renewal cycle, a price change or a credential rotation hits code nobody is watching. A developer who takes over apps from other agencies described exactly that:

"everything ran fine for five weeks, then a renewal cycle hit and payments stopped updating because a webhook secret got rotated and nobody knew that endpoint existed." (via r/startups)

One nuance keeps this honest. When we look at app-level summaries instead of individual reviews, crashes are flagged as a technical problem for 45% of the 5,400+ apps with a summary, against 13% for payments. So crashes are widespread. Billing is where the anger concentrates. You need an agency that handles both, so ask about both. What should you demand from a mobile agency before you sign?

Performance deserves one more line, because it hides a churn cost that never shows up as a review. An Android engineer on r/androiddev described finding that "~18% of people were leaving before the app even opened." After the fix: "The cold first app start went from 17 seconds to ~1.7." What crash rate should your agency commit to?

Below 1.09%, in writing. Crash rate is not just a review problem. Google publishes the thresholds it uses to judge app quality on Play, in its Android vitals documentation:

In Google's words: "If your app or game exceeds a bad behavior threshold, Play may reduce the visibility of your title. Play may also show users a warning on your store listing." So an agency that ships above 1.09% is not just risking reviews. It is risking your distribution.

Put three numbers in the contract: a crash rate under 1.09%, an ANR rate under 0.47%, and no single popular phone model above 8%. Why don't Clutch and GoodFirms stars separate agencies?

Because almost everyone has the same stars. Of the 99 rated firms in the Clutch mobile pages we captured, 96% are rated 4.8 or higher. The median is 4.9 and the lowest is 4.5. A scale where nearly every firm scores between 4.8 and 5.0 cannot tell you who to hire.

Position does not help either. On Clutch's mobile app developers page, which lists 53,900+ companies, 44 of the 50 ranked slots on page one were Sponsor placements when we captured it. On the GoodFirms app development list, 29 of the first 48 cards carried a paid "Pro Verified" badge. None of that makes the reviews fake. It means the order is partly advertising.

What is harder to buy: volume on two independent directories. Only 20 of the 199 firms in our pool had reviews on both Clutch and GoodFirms. That is why our score gives the most weight to log-scaled review volume and a flat bonus for cross-listing, and why rating, which carries 30%, only counts the part above 4.0. The same logic runs through our MVP development agency ranking, which sorts general software shops by the budget they need.

Which agencies fit a small budget, and which need a funded team?

9 of the 36 accept projects of $5,000 or less. 3 need $50,000 or more. Most sit in between, at $10,000 or $25,000, and 8 GoodFirms-only firms publish no minimum at all.

A low minimum at a high rate buys very few hours. Divide your budget by the top of the firm's rate band before the first call. A $10,000 budget at $50-99 an hour is about 100 to 200 hours, enough for one platform and one core flow. If that is under what you need, cut scope. Flutter, React Native or native Swift and Kotlin: what do the tags say?

Nothing decisive, which is the point. On our list, 18 firms are tagged on GoodFirms' Android page, 17 on iOS, 14 on React Native and 13 on Flutter. 8 appear on all four. 12 have no tag, mostly because they were only on Clutch, which does not expose framework tags.

Demand signals are weak too. Google Trends shows more search interest in Flutter than React Native over the past year, but "flutter" is also an everyday word, so we would not lean on it. And none of the complaint themes above is framework-specific. Users punish broken billing, failed logins and regressions whatever the stack.

So pick the agency on evidence, then ask it to justify its framework with shipped apps you can download. A cross-platform framework makes sense when the app is mostly screens and forms on both stores. Native makes sense when you lean on device hardware or platform-specific features. How much do mobile app agencies charge per hour by country?

About $66 an hour in the US and $38 in India, a 1.7x gap. These are GoodFirms' own country averages for listed app development firms, captured September 24, 2026. Firm counts are listings, not a census of the market.

Two things stand out. The ratings column is flat (4.7 to 5.0 in every country), so the rating tells you nothing about where to hire. And the full range is narrow. The most expensive country in the table, the Netherlands at $75, is about 2x the cheapest, India and Vietnam at $38.

Eastern Europe or India: what does the 1.7x gap buy?

Less of a discount than the pitch implies. Eastern Europe averages about $49 an hour against $65 for North America, roughly 25% less, not a fraction. Poland ($55) is only about 17% under the US ($66). Ukraine ($43) and South Asia ($39) are where the real per-hour savings are.

The rate is also not the price. In our ranking, Polish firms like LeanCode and itCraft start at $25,000 and Droids On Roids at $75,000, while US-based ChopDawg starts at $1,000. Minimum project size varies more by firm than by country. Choose on the evidence and the contract terms above, then use region as a tiebreaker for time zone and budget.

Your rate band also sets how you should manage the work. A cheaper team is fine if you own the accounts and can check the builds yourself. It is expensive if you cannot, which is what the next two sections are about.

What should you own before the agency hands the app over?

Every account, from day one. The Apple Developer account, the Play Console, the repository, the cloud project, the database, the payment provider and every webhook endpoint should be registered to your company, with the agency invited as a collaborator. A developer who handles agency handoffs described what happens when that is skipped:

"In one case the old dev ghosted and we never got control of the production database. The client had already launched, and had to lose their first week and a half of users." (via r/startups)

The same developer's rule:

"you should own everything and invite people you hire to those projects" (via r/startups)

The webhook-secret story in the billing section is the same failure in a different place. Nobody knew the endpoint existed because it lived in someone else's head. The fix is an environment-variable manifest (every key, what it does, where it is set, who can rotate it) and a drill before the final payment:

"Put a developer who wasn't on the project in a clean environment and see if they can clone it, run it, deploy staging from the client-owned CI, and restore a backup using only the docs." (via r/startups)

Skip it and you can end up paying someone else to decode the build. A freelancer who took over an agency client's Android app put it bluntly: "Codebase was and still is a complete spaghetti" (via r/androiddev). What does post-launch support need to cover?

OS updates, crash triage and review replies, priced in advance. Launch is when the 1-star reviews start, not when the work ends. Across our corpus, only 22.7% of one- and two-star reviews got a developer reply. Support non-response itself appears in 4.1% of bad reviews and is 2.3x more common in bad reviews than good ones. Silence is a theme users complain about.

Updates are the other trap. One commenter on r/Entrepreneur warned:

"apps require SDK updates to align with OS updates, but most agencies won't offer this for free." (via r/Entrepreneur)

That lines up with the data. "Since the update" regressions show up in 2.8% of bad reviews with a 2.3x lift, and app-level summaries flag update problems for 24% of apps. A post-launch retainer should name who handles new iOS and Android releases, the response time for a crash spike, who replies to store reviews and for how long, and what it costs per month. Get it in the original contract, when you still have leverage.

Replying to reviews is also cheap product research. The complaints under your own listing are the same raw material BigIdeasDB indexes across thousands of apps. Agency or freelancer: which is safer for a mobile app?

Neither is safe by default. Oversight is what makes either one safe. A tech recruiter on r/Entrepreneur put it simply: "don't assume that going with an agency is safer than a freelancer." (via r/Entrepreneur). And one r/startups commenter described outsourcing without anyone technical on your side this way:

"It's the surest path to burning runway for nothing but pretend progress." (via r/startups)

Price is a signal in both directions. On the high side:

"the $50k+ quotes are usually a red flag not a market rate - it typically means you talked to a full-service agency that's padding scope because they don't know how to scope it properly" (via r/Entrepreneur)

And on the low side, from an agency owner:

"the 'too good to be true' quotes are usually reskinned templates that break [...] when you add new custom features." (via r/Entrepreneur)

The worst case is losing the money and the vendor at once:

Limitations

  • A sample, not a census. We covered 100 Clutch cards and the first page of six GoodFirms lists. Clutch's page-two URLs returned positions 101-150, so positions 51-100 are missing. A firm absent from this list was not captured, which is not the same as not being good.
  • The directories disagree. Clutch and GoodFirms sometimes list a different HQ or rate band for the same firm. We show both on the card when they differ. Six GoodFirms cards did not expose a website, so those cards link to the GoodFirms profile instead.
  • Everything is self-reported or client-invited. Rates, minimums and team sizes come from the agencies. Reviews come from clients the agencies asked.
  • The review corpus is not all apps. Apps were chosen by 262 search keywords, 67% of the reviews are one or two stars, Apple rows carry no review date, and 10,000+ low-star reviews are not linked to an app row. Theme shares describe this corpus. Regex matching is imprecise, and "login" deliberately excludes the generic word "account".
  • Gaps we logged. We found no usable r/SaaS or r/iOSProgramming thread about hiring an app agency. Upwork framework counts are not published because the sample is capped per category, and Upwork budget fields are empty.
  • It is a snapshot. Ratings, review counts and placements change weekly. The verified date is when we captured the data. We have no commercial relationship with any agency listed.

The agency can fix the crashes. It cannot fix the idea.

How much does it cost to hire a mobile app development agency in 2026?

Plan on a $10,000 to $25,000 entry ticket. Of the 100 Clutch mobile agency cards we captured on September 24, 2026, 31 list a $10,000 minimum and 28 list $25,000. Only 23 accept $5,000 or less, and 18 need $50,000 or more. Hourly rates cluster between $25 and $99: 32 firms sit at $25-49 and 33 at $50-99.

What is the average hourly rate for app developers in the US, India and Eastern Europe?

About $66 an hour in the US, $38 in India and $49 across Eastern Europe, using GoodFirms' own country averages for listed app development firms. Poland averages $55, Ukraine $43 and Romania $53. The US to India gap is roughly 1.7x, not the 4x or 5x that offshore pitches often imply.

What is the most common reason apps get 1-star reviews?

Billing and subscriptions. In 91,000+ one- and two-star App Store and Google Play reviews in the BigIdeasDB index, 14.2% mention charges, refunds, paywalls, free trials, auto-renewal or cancelling. That is the largest single theme, ahead of ads (7.7%), login (5.0%), bugs (5.0%), performance (4.9%) and crashes (4.4%). On the App Store alone it reaches 17.5%.

What crash rate is acceptable for a mobile app?

Stay under 1.09%. That is Google Play's bad behavior threshold for user-perceived crash rate across all devices, with 8% as the per-phone-model limit. The ANR (app not responding) threshold is 0.47%. Google says apps over a threshold may get reduced visibility and a warning on their store listing, so write a crash-free target into the agency contract.

Are Clutch and GoodFirms ratings reliable for choosing an app agency?

The reviews are useful, the stars are not. 96% of the 99 rated Clutch mobile firms we captured score 4.8 or higher, with a median of 4.9, so the rating cannot separate them. Page order is also paid: 44 of the 50 slots on Clutch's first page were sponsor placements. Compare review volume and whether a firm has reviews on both directories instead.

Should I hire an agency or a freelancer to build my app?

Hire whichever lets you own every account and check the work. An agency adds project management and QA, but founders on r/Entrepreneur warn not to assume an agency is safer than a freelancer. The protection comes from owning the Apple Developer account, Play Console, repository and cloud accounts yourself, not from the size of the vendor.

What should be in a mobile app development contract?

Five things beyond price and scope: client-owned store, repo and cloud accounts; a written crash-free target benchmarked against Google Play's 1.09% threshold; tested purchase, restore, cancel and refund flows on both stores; a post-launch support window that covers OS and SDK updates; and a handover drill where a new developer rebuilds and deploys the app from your docs alone.

Do app agencies maintain the app after launch?

Usually only if you pay for it separately. Apps need SDK updates to keep up with new iOS and Android versions, and founders report that most agencies do not include that for free. Ask for a support retainer in writing that covers OS updates, crash triage and replying to store reviews. Only 22.7% of low-star reviews in our index got a developer reply.

Should my agency build with Flutter, React Native or native code?

Pick the agency first, then the framework it can prove. On our list, 14 firms are tagged on GoodFirms' React Native page and 13 on its Flutter page, which is close to even. None of the complaint themes in the review data is framework-specific: billing, login, crashes and regressions show up regardless of stack. Ask for shipped apps in the framework they propose.

Is it cheaper to build an app in Eastern Europe or India?

India is cheaper per hour. GoodFirms puts South Asia at about $39 an hour and Eastern Europe at about $49, weighted by listed firms. Eastern Europe still costs about 25% less than North America ($65). The better question is minimum project size, which varies more by firm than by country in our ranking.
